Proposed Master Plan Amendment - 2026
The City of Novi and Novi Community Schools are in the process of completing a land exchange of a stormwater detention basin in Ella Mae Power Park. For the land exchange to follow through, the current Master Plan is required to be amended to reclassify the land from Public Park to Public/Quasi-Public on the Future Land Use Map. In addition, three sites purchased by the City for development as Public Safety Facilities are proposed to be reclassified as Public/Quasi-Public on the Future Land Use Map.
On July 8, 2026, the Planning Commission passed a resolution to open the Master Plan review process, and recommended approval to City Council of the proposed changes to the Future Land Use map for purposes of distribution. On July 27, 2026, the City Council approved a resolution authorizing distribution of the proposed Master Plan amendments to neighboring communities, Oakland County, railroads and public utilities for a 42-day review and comment period. On or after September 9, 2026, the Planning Commission will hold another public hearing and receive comments before considering adopting the proposed amendments. Performance Guarantees Ordinance Amendment
Novi City Council took yet another step towards enhancing economic development in the area by streamlining the process of accepting public utilities after voting to approve the Performance Guarantees Ordinance Amendment to the Novi Code of Ordinances Chapter 26.5 on April 2, 2007.
The Performance Guarantees Ordinance Amendment shifts the process of acceptance of public utilities for both residential and commercial developments within the City to an administrative process. The administrative procedure will require the approval of the city engineer and the city attorney in order for City acceptance of water main and/or sanitary sewer improvements and the additional right-of-way required for some projects, bypassing the previously mandatory City Council review and approval. The previous code required City Council acceptance of public utilities before a temporary certificate of occupancy could be issued.
This amendment will not change the requirements concerning the acceptance of public streets. City Council acceptance of public streets will continue to be required at substantial completion of a project.

New City West District Adopted
City of Novi staff developed an ordinance to establish a new district in the city that was envisioned in the 2016 Master Plan to be a higher density, pedestrian-oriented area with a mix of uses including residential, commercial, retail and office. On May 20, 2024, City Council adopted the text amendment to establish the City West zoning district, and rezoned the area north of Grand River Avenue between Beck Road and Taft Road to City West. The rezoning of the south side of Grand River Avenue was approved by City Council on November 25, 2024. Below are the adopted Ordinance Amendment, Design Guide, and a map of the area.
