AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 12:00 P.M. the day of the meeting. The materials cannot be changed before the meeting.

CONSENT AGENDA REMOVALS AND APPROVALS – All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.

MATTERS FOR COUNCIL ACTION

  1. Approval to award services to ICC-IMS through the TXShare cooperative purchasing program, in the amount of $101,865 to perform a road condition survey of the City’s roads.

  2. Approval to purchase six 2026 Police Explorer Interceptor Hybrid vehicles and related upfits/decals in the amount of $439,848.

  3. Consideration of a request from Chubby Cattle Novi, LLC (DBA: Chubby Cattle Waygyu Shabu House) for a special land use request for service of alcoholic beverages and for a new Class C quota license to be located at 30750 Beck Rd, Novi, MI 48377 and Agreement on the Prohibition on Profiteering by Class C Liquor License Holders.

  4. Consider a contract with Christman Construction to serve as the City’s construction manager for the 2025 Public Safety Bond Facilities project, in the amount not to exceed $4,821,079. Final form of the agreement is subject to review and final approval by the City Attorney and City Manager

  5. Consideration of tentative approval of The Grove PRO to rezone from Office Service Technology to Low Density Multiple Family with a Planned Rezoning Overlay. The applicant is proposing to develop a 232-unit multiple-family townhome development.

  7. Consideration of adoption of a resolution authorizing approval of a contract with the Michigan Department of Transportation (MDOT) for the reconstruction and widening of Beck Road between 11 Mile Road and Grand River Avenue, in the amount of $1,118,375.

  8. Consideration of a resolution authorizing approval of a contract with the Michigan Department of Transportation (MDOT) for a pathway construction between the existing ITC Trail and Bosco Fields Park, for a total project cost of $1,451,000, with a contract cost of $290,980.
