AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 12:00 P.M. the day of the meeting. The materials cannot be changed before the meeting.
CONSENT AGENDA REMOVALS AND APPROVALS – All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.
MATTERS FOR COUNCIL ACTION
1. Consideration of approval of Change Order No. 1 to Mattioli Cement Company, Inc. for the 2022 Neighborhood Road Program – Concrete Streets in the amount of $637,283.75.

2. Consideration of requests from Kura Sushi USA, Inc.:
- Consideration of a request for Special Land Use approval for service of alcoholic beverages.
- Consideration of a request to transfer ownership of an escrowed 2021 Class C license with Sunday Sales Pemit (PM) and Dance-Entertainment Permit from BESOCIALENTERTAINMENT, LLC from 6139 Haggerty Road, West Bloomfield, West Bloomfield Twp, MI 48322; cancel existing Outdoor Service (2 areas); new Sunday Sales Permit (AM) to Kura Sushi USA, Inc. at 26425 Novi Road Suite C, Novi, MI 48375.

3. Approval to purchase a 2023 Sutphen custom pumper PA-17 from Sutphen Corporation for the Novi Fire Department, through the Sourcewell competitive purchasing contract, in the amount of $990,422.85, and to purchase chest compression equipment from Stryker Medical through a sole source in the amount of $16,060.06, and amend the budget.
