AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit. This is not a question-answer session. However, it is an opportunity to voice your thoughts with City Council. Speakers wishing to display visual materials through the City’s audiovisual system must provide the materials to the City Clerk’s Office no later than 12:00 P.M. the day of the meeting. The materials cannot be changed before the meeting.

CONSENT AGENDA REMOVALS AND APPROVALS – All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.

MATTERS FOR COUNCIL ACTION
1. Consideration of approval to award the construction contract to L. D’Agostini & Sons, Inc., the low bidder, for the I-96 Sanitary Sewer Crossing and West Oaks Pump Station Abandonment project, in the amount of $791,735, and amend the budget.

2. Consideration of approval to award a unit price contract to Spray-Patch Road Repair, Inc., the low bidder, for the Spray Patch Road Repair Program in the estimated annual amount of $236,900. The contract term is one year with two one-year extensions.

3. Consideration of approval to award the construction contract to D & D Water & Sewer, Inc., the recommended bidder, for the Hilton Sewer Force Main Replacement project, in the amount of $881,250, and amend the budget.

4. Consider approval of an agreement to acquire parcel 50-22-33-100-013, located at 22190 Beck Road, for $100,000 plus closing costs, subject to final review of the form of agreement by the City Manager’s office and City Attorney; authorization of the City Manager to complete the closing on the purchase in accordance with the terms and conditions of the agreement; and amendment of the Budget consistent with the agreement.

A. Approve Minutes of: February 7, 2022 - Regular Meeting

B. Approval to award engineering services to OHM Advisors for a feasibility analysis and environmental assessment of the Middle Branch of the Rouge River between 10 Mile Road and Novi Road in the amount of $52,900.

C. Approval to award a two-year Traffic Engineering Consulting Services Contract to AECOM (with the option for an additional two, one-year renewals) as recommended by the Consultant Review Committee, and adoption of the revised fee schedule, effective June 1, 2022.

D. Approval of the request of Catholic Central High School, JSP21-17, to partially waive the requirement for a landscaped berm and other landscape improvements along the Twelve Mile Road frontage, and instead provide a berm/wall combination while preserving existing wetlands, all as shown on the new roads and utility site plan, and to revoke the 2011 “Agreement Regarding Future Improvements”. The terms of the original Agreement were intended to delay the installation of landscaping improvements along Twelve Mile Road, and will in large part be fulfilled when the proposed road project is completed.
