AUDIENCE COMMENT – In order to hear all citizen comments at a reasonable hour, the City Council requests that speakers respect the three-minute time limit for individual comments and the five-minute time limit for an individual speaking on behalf of a group.  This is not a question-answer session; however, it is an opportunity to voice your thoughts with City Council.

CONSENT AGENDA REMOVALS AND APPROVALS (See items A-L) All items listed under Consent Agenda are considered routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered at the end of the normal Agenda.

1. Consideration of an ordinance to amend the City of Novi Code of Ordinances, at Chapter 3, “Alcoholic Liquor,” to clarify the time frame for City Council decision, to revise requirements for license transfers, and to add a prohibition on nudity.  FIRST READING

2. Approval to approve Zoning Ordinance Text Amendment 18.266 to amend the City of Novi Zoning Ordinance at Article 25, “General Provisions”, to add Section 2525, “Service of Alcoholic Beverages; Special Use Approval Required”, and to amend Article 16, TC and TC-1 Town Center Districts at Sections 1601 and 1602, to require Special Use Approval for the sale of alcohol for consumption on premises, and review of associated fee resolution.  FIRST READING

E. Approval to exercise option for purchase of approximately 5-acre parcel of land located on Ten Mile Road just east of Wixom Road, the site of the former Comerica Oil and Gas Lease (SOMOCO), under an option agreement executed by the City of Novi and Edward and Rochelle Wodowski dated June 15, 1999, for the amount of $20,000, and to direct the City Administration to undertake, prior to closing, the appropriate due diligence with respect to the site, including (but not limited to) an environmental review to the extent required to determine the satisfactory condition of the property following the oil and gas extraction use, the entire amount of the transaction not to exceed $34,000 without further approval of the Council.

F. Approval of a request by the owners of Unit 30 Condominium, Trek, Inc. and Century Construction and Management, LLC, to waive the Maintenance and Guarantee Bond required under Section 26.5-33(1)(d)(12) of the ordinance for water and sewer facilities installed for the Desoto Investments site located in the Beck North Corporate Park in Section 4.

G. Approval of Resolution for the City of Novi to enter into an agreement with the Oakland County Sherriff’s Office for the purpose of providing marine patrol services on the portion of Walled Lake in the City of Novi for an estimated cost of $7,000.

H. Approval to award the bid for Police and Fire Department uniforms to Allie Brothers, Inc., the lowest bidder based on unit pricing, for an estimated annual amount of $50,000-$60,000 for a period of two (2) years, with three (3) renewal options in one (1) year increments.

I. Approval to award a contract for professional services to Carlisle/Wortman Associates Inc. for review of the Master Plan for Land Use, Zoning Ordinance, and Wayfinding Signage for the Town Center Study Area, in an amount not to exceed $44,900.
