2026 Capital Improvement Program Millage Renewal

The Capital Improvement Program (CIP) identifies and plans for new equipment, construction, acquisition or improvement to public lands, buildings or structures in excess of $25,000 with a minimum life expectancy of five years.

This includes things like:

  • Parks and trails for people to enjoy.
  • Fire trucks and police vehicles to keep people safe.
  • Important infrastructure, like roads and water pipes.

In 2016, Novi voters agreed to a Capital Improvement Program Millage to pay for these important projects for ten years.
That Millage expires In July and in the next six years there are over $xxx million in projects.

The City of Novi is asking voters to consider a 1.0 mill RENEWAL for ten years with a ZERO tax rate increase to continue funding important CIP items.

The 2016 CIP Millage, which funded important improvements, expires in July 2026. Without a renewal, the City won't have the funding to continue these projects.

Renewing the CIP Millage will provide stable funding for capital needs and support long-range planning with ZERO tax increase.

What could be accomplished?

A renewed Capital Improvement Program Millage will collect about $5.1 million every year for ten years.

The City will use this money to fix, enhance, protect, and replace public assets.

Property taxes will not increase when the CIP Millage is renewed.

The City of Novi will host two Information Sessions regarding the CIP Millage Renewal.

  • May 27, 2026 at Lakeshore Park (601 S. Lake Drive), from 6-7pm
  • June 17, 2026 at the Civic Center (45175 Ten Mile Road), from 6-7pm

The Primary Election will be held on Tuesday, August 4, 2026, and a question regarding the CIP Millage Renewal, with zero tax rate increase, will be on the ballot.

No. This is a Capital Improvement Program Millage RENEWAL, so there will be zero tax rate increase.
A millage renewal would allow the City to “pay as they go” for needed capital improvements and projects with $5.1 million added to a separate fund strictly for this program each year for the next 10 years. If the City were to issue a bond for the $51 million for the same amount of projects, the City would pay off the bonds over a period of 15 years with interest, making the total cost for the same projects more than xxx.
It is a RENEWAL only, the proposal is not asking for an additional millage.
Revenue from the CIP Millage Renewal will be used for the Capital Improvement Program and other Capital Projects. These funds are kept separate from the General Fund, which is the money the City uses for everyday operating costs.
