Approval of Agenda - approved Approval of Minutes - August 13, 2002 and September 10, 2002 – approved as amended Public Remarks David & Susan Kobylarek, re: new home at 1270 East Lake Drive (Lot 7). They requested a 120 day extension for their variance (Case No. 02-063) that was granted on September 10, 2002. The Board granted approval of the extension. 1) Case No. 02-076 filed by Don Henry of Tomco Fabricating, Inc. at 25155 Haggerty Don Henry of Tomco Fabricating, Inc. is requesting a use variance to allow outdoor storage in an I-1 Light Industrial Zoning district for the property located at 25155 Haggerty Road. The property was zoned I-2 which permitted outdoor storage related to the business use only and required an eight (8) foot high obscuring wall around the property. CITY OF NOVI, CODE OF ORDINANCE, Article 19, Section 1905 "Required Conditions" states that all uses within an I-1 Zoning District shall be conducted within a completely enclosed building. The applicant is requesting to maintain the outdoor storage on his property. CITY OF NOVI, CODE OF ORDINANCE, Section 28-6(3) states: "…no building or parcel of land shall be allowed more than one sign permitted under this section…" The applicant is requesting permission to erect a thirty (30) square foot wall sign with verbiage to read "Novi Party Store." Area square feet (allowed): 6 square feet Proposed: 25 square feet Variance: 19 square feet MOTION: THAT IN CASE NUMBER 02-087 TO GRANT THE PETITIONER’S REQUEST FOR A TWENTY FIVE (25) SQUARE FOOT TEMPORARY SIGN FOR IDENTIFICATION OF RESIDENTIAL BUILDING SALES FOR A PERIOD OF SIX MONTHS 5) Case No. 02-093 filed by Arnold Randy Schmitt representing the Bamboo Club at 44375 Twelve Mile (Fountain Walk) Arnold Randy Schmitt of Allied Signs, Inc. representing the Bamboo Club is requesting two (2) sign variances to erect two (2) illuminated wall signs at 44375 12 Mile Road in the Fountain Walk development. Please note: the first sign is permitted per code. CITY OF NOVI, CODE OF ORDINANCE, Section 28-6(3) states: "…no building or parcel of land shall be allowed more than one (1) sign permitted…" The applicant is requesting permission to erect a second wall sign. 6) Case No. 02-094 filed by Beverly White representing Westmarket Square Beverly White of Juxtapose Sign Studio representing Westmarket Square is requesting an extension of their previously approved sign variance (Case No. 01-077). The variance was granted on September 18, 2001 for an extension of six months or until leased. At the October 1, 2002 meeting the Zoning Board of Appeals determined that the sign should be removed. The sign is located on the northwest corner of Beck Road and Grand River. The applicant is requesting permission to allow the sign to remain for a time period of one year or an appropriate amount as determined by the Board. MOTION: THAT IN CASE NUMBER 02-094 TO GRANT THE PETITIONER’S REQUEST FOR A TEMPORARY MARKETING SIGN FOR A PERIOD OF ONE (1) YEAR OR UNTIL LEASED, WHICHEVER IS SHORTER AND WITH THE PRACTICAL DIFFICULTY BEING TO IMPROVE MARKETING OF THE CENTER 7) Case No. 02-095 filed by Neal Ryan at 24360 Willow Lane Neal Ryan is requesting a six (6) foot rear yard setback variance for the construction of an attached garage located at 24360 Willow Lane in the Willowbrook Subdivision. Mr. Saven stated that you are only allowed to have 25% of the window covered. Member Brennan stated that the Gorman’s store on Twelve Mile Road has signage on the windows so he was wondering how much was allowed. He also noticed that the Twelve Oaks Landscaping on Twelve Mile Road has added verbiage to the existing signage. Mr. Saven stated that he will send Alan Amolsch out to look at them. 2) Signage not permitted Member Gray asked if the banner signs "Now Open" on Emagine were allowed? Mr. Saven stated that he will take care of that also. Member Gray also asked about the new furniture store at the corner of Grand River and Novi Road and signage? Mr. Saven stated that he will check with Alan on that also. 3) Open position on the Board Member Gronachan wanted to remind anyone that was interested that the Board still has an open position and if they are interested to contact Sarah Marchioni.
